Performance metrics can help us manage our processes and achieve the goals we desire. However, abuse of metrics can lead to government and business crises such as the Wells Fargo fake accounts scandal, and the Volkswagen Diesel emissions testing “software cheat”.
Building upon fundamentals established by Drs. Shewhart and Deming, Steve Prevette has implemented a Statistical Process Control based metrics scorecard at a number of facilities, including the Chalk River Site (Canadian Nuclear Laboratories, http://www.cnl.ca/en/home/default.aspx) within the Ottawa Valley Chapter area.
Steve will describe the Contractor Assurance scorecard he has established to evaluate performance at the site for internal management and for oversight by Atomic Energy of Canada Limited (AECL, a Canadian federal Crown corporation). You may find this method to be of interest for management and performance assurance of commercial and government entities.
The use of SPC and resulting rapid identification of trends (changing conditions) allows management and accountability of quantitative metrics, without an undo reliance on arbitrary targets that can lead to adverse results.
Steve Prevette is an advocate of Dr. Deming’s management methods and applies Statistical Process Control to performance metrics. One of his primary assignments is development and oversight of Contractor Assurance metrics efforts at the Chalk River Ontario site (Canadian Nuclear Laboratories). He has been active with the American Society for Quality since 1996. His home is in Graniteville SC supporting Fluor corporation’s Government Group. Steve is a past chair of Section 614 (Richland WA) and has maintained ties with the Section since moving to South Carolina in 2009, acting as its current webmaster.
Steve started his career as a US Navy nuclear submarine officer. At the end of the Cold War, he left the Navy and was hired by Westinghouse Hanford as a Tank Farms Maintenance Supervisor. Steve was transferred to the desk job of running performance indicators in June 1993 and has fulfilled that function for various Department of Energy contractors ever since. Analytical teams under Steve’s guidance at Savannah River Nuclear Solutions and Canadian Nuclear Laboratoriesprovide more than4,500 statistical process control charts, Pareto charts, and other reports every month, including the chart of how many charts are made. Plants at Paducah KY and Portsmouth OH are also serviced by Steve. Steve is a member of Fluor Government Group Headquarters staff, and is developing a new SPC based scorecard for overall management of Fluor Government Group nuclear and non-nuclear work.
Steve taught evening courses at the former City University campus in Richland, and developed courses as an adjunct instructor for Aiken Technical College for Nuclear Quality Assurance. He currently teaches electronics courses for Southern Illinois University at Carbondale efforts at military bases. Steve was recently published in Kalmbach’s “Great Model Railroads 2015” and frequently gives topics on applications of statistics in the hobby of model railroading. A dozen people descend upon the “Burnt Hills and Big Flats Railroad” every three weeks to operate the model railroad as if it were a real railroad, complete with “timetable and train order” dispatching.
